Gamemaker (used to be known as Gamemaker Studio 2) is a free game engine that includes a pixel art maker inside of the program and scripting system. The gamemaker engine uses its own scripting language named GML (short for Gamemaker language). To export in Gamemaker you need a license which costs a certain amount of money. There are many different tutorials on YouTube.com, one youtuber I would recommend for gamemaker tutorials is Shaun Spalding. He has great in-depth, easy to follow tutorials on making 2d games in Gamemaker.
